As a program within the U.S. Department of Homeland Security (DHS), Cybersecurity and Infrastructure Security Agency (CISA), Cybersecurity Division (CSD), Capability Delivery (CD), is responsible for designing, developing, deploying, operating, and maintaining the National Cybersecurity Protection System (NCPS), which is a “system of systems” that employs a wide range of cybersecurity capabilities that are used to detect and deter sophisticated cyber adversaries. CD’s goal is to improve cybersecurity to federal departments, agencies, and partners by developing the technologies and services needed to fulfill CSD’s cybersecurity mission. CD’s mission is to: Design, develop, deploy, and maintain the NCPS, which provides intrusion detection, advanced analytics, information sharing, and intrusion prevention capabilities that diminish the potential impact of cyber threats. Coordinate with Private Sector providers for the delivery of managed security services. Partner with government and industry to enhance the interoperability and standardization of cyber information exchanges. CD, in conjunction with industry and Federal partners, provides technological innovation and information sharing to promote the overall effectiveness of CSD’s combined cyber security effort. CD provides a variety of services and information to DHS and other Federal agencies. To accomplish its core program missions, CD relies on Information Technology (IT) assets. CD requires continued use of the existing True Planning IT cost estimating software on which staff are already trained and familiar, to ensure that staff members can fulfill mission obligations.
