The contractor is responsible only for production, assembly hardware, and FOB Destination delivery to Building 261 Receiving in Glynco, GA; Government personnel will handle on-site filling, ballasting, and deployment. Delivery must be completed within 100 calendar days after receipt of order, with FLETC providing forklift equipment and operators for unloading. Products must be new, meet specified dimensions/materials and NCHRP 350 and/or AASHTO MASH TL-3 certification for both barriers and attenuators, include all connection/transition hardware, and carry at least a one-year commercial warranty. Award will be best value trade-off based on technical capability/product quality, delivery/freight logistics, and price, with non-price factors combined significantly more important than price and technical capability more important than delivery.
