Inactive Total Small Business Set-Aside (FAR 19.5)

This is a firm-fixed price, total small business set-aside solicitation for commercial services, to be awarded based on overall best value considering technical approach, past performance, and price. The evaluation will heavily weigh the quoter's technical approach and capability statement against the Performance Work Statement (PWS). Registration in the System for Award Management (SAM) is mandatory, and offers with inactive registrations will be deemed ineligible. No questions or debriefings are authorized due to mission timelines. The resulting purchase order becomes a binding contract upon the supplier's acceptance or substantial performance.
