Total Small Business Set-Aside (FAR 19.5)

This is a firm-fixed-price, total small business set-aside solicitation for commercial services or products, to be awarded based on best value considering technical specifications, past performance, and price. The technical evaluation requires items to be brand name or equal to the specifications, with alternates allowed if they meet all salient characteristics without altering the provided design plans. Registration in the System for Award Management (SAM) is mandatory for eligibility, and offers with inactive registrations will be removed. The government will not answer questions or provide debriefings due to mission timelines. A binding contract is formed only upon the supplier's acceptance of the government's resulting purchase order.
