This is a combined synopsis/solicitation for PAINT SUPPLIES prepared in accordance with the format in Subpart 12.6 (c) (2) (i) and synopsis shall be IAW 5.207, as supplemented with additional information included in this notice. The solicitation 70LGLY21QGLB00132 is being issued as a request for quotation (RFQ). This procurement is being issued as a 100% for Small Business set-aside. The associated North American Industry Classification System (NAICS) code is 424950. The business size standard is $100 Million. The solicitation is a request for PAINT SUPPLIES at Department of Homeland Security, Federal Law Enforcement Training Center located in Glynco, GA. The period of performance will be from October 8, 2021 to September 30, 2026 (base period plus 4 option year periods). Offers are due no later than October 8, 2021, by 1:00PM EST. In quotations, please include all required documents and any discount terms or other pertinent information. The provision at 52.212-1, Instructions to Offerors -- Commercial, applies to this acquisition proposals shall include the following four (4) items: 1) A completed SF 1449 form, 2) FAR 52.222-50 Combating Trafficking in Persons compliance statement, 3) Check Block for 3052.209-70 Prohibition on contracts with corporate expatriates and 4) Acknowledgement of any Amendments. BASIS FOR AWARD: The established BPA will provide Multiple firm-fixed priced orders awarded to the lowest priced offerors. Intent is to award without discussion, but Government reserves right to conduct them if prudent. The Offeror shall complete only paragraph (b) of this provision if the Offeror has completed the annual representations and certification electronically via the System for Award Management (SAM) Web site accessed through https://beta.sam.gov/. The clauses in 52.212-4, Contract Terms and Conditions-Commercial Items, 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Items and any additional contract requirement(s) or terms and conditions (such as contract financing arrangements or warranty requirements) determined by the contracting officer to be necessary for this acquisition and consistent with customary commercial practices applies to this acquisition.
