This notice does NOT constitute a request for proposal, request for quote, or invitation for bid. The intent of this notice is to provide the pre-solicitation synopsis for an upcoming project at the Federal Law Enforcement Training Centers, 1300 West Richey Avenue, Artesia, NM to construct one 100 yard range and one 300 yard range. The work includes converting two existing 50 yard rifle ranges into a 100 yard real terrain live fire range and a 300 yard rifle flat range in accordance with design parameters. The project will consist of cut and fill, civil dirt work, electrical components and installation of target systems. This acquisition is being solicited as a 100% small business set-aside. The NAICS code is 238990 with a size standard of $15,000,000 average annual receipts. The magnitude of this requirement is between $1,000,000 and $5,000,000. The period of performance shall be for 252 days after issuance of Notice to Proceed. This will be a firm-fixed price construction contract. This requirement will be procured utilizing sealed bidding procedures from Federal Acquisition Regulation part 14. This is a new procurement it does not replace an existing contract. No prior contract information exists. Bidders are encouraged to check this website (www.fbo.gov) and can view and/or download the solicitation, any attachments and drawings on or around June 28, 2019.
