Federal Emergency Management Agency (FEMA) Emergency Temporary Roofing Program Request for Information (RFI) 70FBR926I00000001 REQUEST FOR INFROMATION (RFI) SUMMARY: The Department of Homeland Security (DHS), Federal Emergency Management Agency (FEMA), Emergency Temporary Roofing Program requires supplies for Rota roofing mission due to damage sustained by Super Typhoon Bavi. GENERAL INFORMATION: This RFI is issued solely for information gathering purposes to identify sources that can provide support for FEMA’s Emergency Temporary Roofing Program. In accordance with FAR 15.101(c), RFIs may be used when the Government wants to obtain price, delivery, other market information, and capabilities for planning purposes. Responses to these RFIs are not offers and cannot be accepted by the Government to form a binding contract. This RFI shall not be construed as a commitment by the Government for any purpose, nor does it restrict the Government to an ultimate acquisition approach. Respondents are solely responsible for all expenses associated with their RFI response. Respondents will not receive additional information in response to their submittal to the RFI and will not be notified of the resulting market research PROPRIETARY INFORMATION AND DISCLAIMERS: Respondents shall identify any proprietary information in their RFI response. Information submitted in response to this RFI will be used at the discretion of the Government. Further, the information submitted will remain confidential insofar as permitted by law, including the Freedom of Information and Privacy Acts. FEMA reserves the right to utilize any non-proprietary technical information in the anticipated PWS or solicitation. Although it is not necessary to address in their response, respondents should be aware of any potential, actual, or perceived organizational conflicts of interest. Any real or potential conflicts must be sufficiently mitigated prior to a contract award. For further guidance, refer to the Federal Acquisition Regulation, Part 9.5. NACIS CODE: 321114, 423310, 423310 PRODUCT SERVICE CODE (PSC): 5510 ANTICIPATED PERIOD OF PERFORMANCE START DATE: August 31, 2026 ANTICIPATED ACQUISITION STRATEGY: The Rota roofing mission will be executed in three delivery phases, each tied to a fixed need by date. Materials shall be delivered and ready for use no later than the dates below, with quantities for each phase detailed in the attached schedule. Phase 1: Materials delivered and ready for use no later than August 31, 2026 Phase 2: Materials delivered and ready for use no later than September 7, 2026 Phase 3: Materials delivered and ready for use no later than September 15, 2026 Phased delivery reflects the sequenced nature of the roofing mission in Rota, allowing repair crews to begin work on early-stage structures while later phase materials are still in transit. Failure to meet a phase deadline may impact downstream repair schedules and delay mission completion.
