The Department of Homeland Security (DHS) Federal Emergency Management Agency (FEMA) Procurement Section is issuing this urgent Request for Quotation (RFQ) for the purpose of procuring the services of on-site document shredding in support of disaster relief operations for FEMA-4482-DR-CA. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 Streamlined Procedures for Evaluation and Solicitation for Commercial Items, and FAR 15 Contracting by Negotiation, as supplemented with additional information included in this notice. The solicitation number for this requirement is 70FBR925Q00000018, which must be referenced on all quotation documents submitted in response to this solicitation. This solicitation is being issued for a request for quotes (RFQ) for Small Business contractors. The solicitation document and incorporated provision and clauses are those in effect through Federal Acquisition Circular (FAC) 2025-03, effective January 17, 2025. This procurement has an associated North American Industrial Classification System (NAICS) code for this procurement is 561990 All Other Support Services, with a small business size standard of $16,500,000.00. The Service Contract Act of 1965, as amended (41 U.S.C. 351) is applicable to this procurement and the following wage determination shall be applicable to the resulting purchase order: Wage Determination No.: 2015-5637 (Rev.-28). The base contract period of performance is 3-months from the date of award, and (3) 6-month option periods. A firm fixed price contract award may be made to the responsible offeror submitting an overall proposal that is determined best value to the Government’s needs, price and other factors considered, using the procedures prescribed in the technical evaluation factors. This solicitation requires an active registration with the System for Award Management (SAM) in order to be considered for award, pursuant to applicable regulations and guidelines.
