The Federal Emergency Management Agency (FEMA) is considering the issuance of a firm fixed price purchase order for janitorial services at FEMA’s Joint Field Office (JFO) 2995 Prospect Park Drive, Rancho Cordova, CA in support of disaster relief operations for DR4558 -CA LNU Wildfires. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 Streamlined Procedures for Evaluation and Solicitation for Commercial Items, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. FEMA is issuing a written solicitation in accordance with FAR Subparts 13.106-1 and Subpart 12.6. The solicitation number 70FBR921Q00000013 is being issued for a request for quotes (RFQ). The solicitation document and incorporated provision and clauses are those in effect through Federal Acquisition Circular (FAC) 2020-04. The associated North American Industrial Classification System (NAICS) code for this procurement is 561720 – Janitorial Services. The Service Contract Act of 1965, as amended (41 U.S.C. 351) is applicable to this procurement for daily janitorial services and the following wage determination shall be applicable to the resulting purchase order: Wage Determination No.: 2015-5631 (Rev.-11) This action is being competed using the policies and procedures for procurements under the Robert T. Stafford Disaster Relief and Emergency Assistance Act (42 USD 5150) and FAR 52.226-3, 52.226-4, 52.226-8 and 6.208 Set-Asides for Local Firms during a Major Disaster or Emergency. This action is a small business set-aside for vendors residing in or primarily doing business in federally declared disaster counties (Butte, Lake, Lassen, Monterey, Napa, Nevada, Plumas, San Mateo, Santa Clara, Santa Cruz, Sierra, Solano, Sonoma, Trinity, Tulare, Tuolumne, Yolo, and Yuba) in the state of California. ____________________________________________________________________________ Description of Requested Items/CLIN Structure Purpose The Department of Homeland Security, Federal Emergency Management Agency (FEMA) requires the contractor to provide all cleaning products and services at FEMA’s Joint Field Office (JFO) 2995 Prospect Park Drive, Rancho Cordova, CA 95670. Site Visit The Government will allow offerors to visit 2995 Prospect Park Drive, Rancho Cordova, CA 95670. In accordance with FAR 52.237-1 – Site Visit, potential offerors shall contact Contract Specialist, Ashlee Young at ashlee.young@fema.dhs.gov or 202-826-5994 to schedule a slot to conduct a walkthrough of the identified facility. Site visits will be conducted beginning at 10:00 am on Monday, December 7, 2020 and ending at 3:00 pm. Experience and Technical Competence in the type of work required The contractor shall provide a response in accordance with all requirements of the statement of work, and the hourly rate in accordance with the wage rate determination form for daily service/cleaning at FEMA’s Joint Field Office (JFO) 2995 Prospect Park Drive, Rancho Cordova, CA 95670.
