The Department of Homeland Security, Federal Emergency Management Agency (FEMA), Region IX is issuing this Request for Quote (RFQ) in accordance with FAR Parts 12 , 13, 19, and 26 (Acquisition of Commercial Items, Simplified Acquisition Procedures, Small Business Programs, and Other Socioeconomic Programs) for rental of forklifts, boom truck, and crane along with all maintenance, repairs, and fuel in support of DR-4404 Super Typhoon Yutu for: relocation construction materials from the (a)Tinian Sea Port location to multiple job sites across the island of Tinian and (b) Fire Station Four location to multiple job sites across the island of Saipan. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. The RFQ and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2019-06 dated September 10, 2019. FEMA has determined that this requirement is a total small-business set-aside competition per the FAR 19.502-2 in the local area of DR-4404-Super Typhoon Yutu in the designated counties of Northern Islands (Municipality), Rota (Municipality), Saipan (Municipality), and Tinian (Municipality). In order to be considered for award you must be a Small Business in the declared area of DR-4404. Submission: FEMA will only accept responses submitted via email with the subject "Quote Submitted in Response to 70FBR919Q44040581". Submissions shall be emailed to andrea.brunsman@fema.dhs.gov using the CLIN structure in the attached RFQ, brochure information on the forklifts being proposed, and confirming that delivery of the forklifts can be made by Friday, March 22, 2019. Submissions are due NO LATER THAN Friday, September 27, 2019 at 4:00 PM Pacific/Saturday, September 28, 2019 9:00 AM CHST - Chamorro Standard Time.
