The Federal Emergency Management Agency (FEMA) intends to solicit a quotation on a single source basis per FAR 6.302-1 and in accordance with FAR 13.106-1(b)(1)(i) from The Continuing Challenge c/o Sacramento Fire Department 5770 Freeport Blvd, Suite 200 Sacramento, CA 95822 to provide sponsorship of the conference for first responders. The annual Continuing Challenge HazMat Workshop (https://www.hazmat.org/ ) is being held September 24-27, 2019. The conference provides training with a hands-on approach for first responders throughout FEMA Region IX (AZ, CA, NV, HI, and US Pacific Territories). The workshop annually has about 800 students who learn how to handle major Chemical < Biological, Radiological, Nuclear, and Explosives (CPRNE) spills not just in a classroom, but also in the field with over 100 instructors. The Continuing Challenge is the only source reasonably available to fulfill this requirement under the circumstances because it not offered by another company or organization either public or private in Region IX. The most similar training is otherwise located in Baltimore, MD, which would make it very difficult and cost prohibitive to send people from within the Region IX area of responsibility. There is no other training that is HazMat focused and no other location provides overall safety response training for all emergency responders to hazardous material incidents affecting public health and the environment in Region IX. In accordance with FAR 5.207(c)(16)(ii), all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency.
