The Federal Emergency Management Agency (FEMA) is required to provide effective communication access in accordance with the Stafford Act as well as other federal laws and regulations in support of COVID-19 vaccine administration operations for St. Louis City and Counties (combined population of approximately 1.3M) for DR-4490-MO. These services shall be available to support staff member(s) and customers during meetings, briefings, and day to day communication at the St. Louis CVC. Services that fall under effective communication access include in-person American Sign Language interpretation, Spoken Language and Translation services. American Sign Language interpretation services are essential for individuals who are deaf, hard of hearing, deaf-blind or have other communication disabilities to interact with FEMA or to gain awareness and understanding of the assistance made available to communities affected by disaster. Customers may include populations who speak Spanish, Vietnamese, Bosnian, Arabic, Chinese, Swahili, and Dari among others. The Federal Emergency Management Agency (FEMA) has a need for American Sign Language (ASL), Spoken Language Interpreters and Translation services in order to comply with the Americans with Disabilities (ADA) Act for ensuring equal opportunity and accessible communication in accessing FEMA programs and services.
