The Department of Homeland Security, Federal Emergency Management Agency, has identified a need for the replacement of the end-of-life laptops and various IT peripheral equipment that is necessary to maintain operational capability, cybersecurity compliance, and workforce productivity. The purpose of this Request for Quote is to seek quotes from authorized resellers and distributors for the supply of Dell equipment. Offerors must identify the exact brand name, model, and specifications of the items they are proposing, and be an authorized reseller or distributor of the specified brand (which is Dell). All quotes must match the specified Dell part number and configurations exactly, without specifications or deviations. The Government reserves the right to verify authorization directly with the OEM. Offerors must provide a letter or certificate of authorization upon request. The solicitation is a total small business set-aside. This procurement will be evaluated under a Lowest Priced Technically Acceptable (LPTA) basis. The Government's range of affordability does not exceed $306,000.00 for this request. Vendors are advised that quotes significantly exceeding this range may not be considered for award. Offerors should not interpret this figure as a ceiling or as a floor on offers; rather, this information is provided as a courtesy to prospective offerors. The Government may select an offer for award with a price below, at, or exceeding this figure if it finds that offer provides the best value and funds are available. The associated North American Industrial Classification System (NAICS) code for this procurement is 541519, with a small business size standard of $34 million. Offerors are strongly encouraged the specifications sheets prior to submitting questions, as these sections address many commonly asked topics. While these pages are particularly relevant, all offerors are expected to thoroughly review the entire solicitation to ensure fully understanding of the requirements and terms. The Contractor shall provide build-out specifications for the dell pro 16 plus laptops in accordance with the attached specification/ configuration sheet. Laptops will only be accepted after completion and verification of the build-out requirements. Amendment 1 - The purpose of the first amendment that was issued on August 4, 2025, was to update the part number to CLIN 0002, add purchase order administration information, provide responses to inquiries that were raised by industry. The RFQ deadline remains unchanged, 12:00 PM CDT on August 18, 2025. Amendment 2 - The purpose of the second amendment is to grant industry more time to participate and submit quotes that are inclusive of buildouts for the dell pro 16 plus laptops.
