Questions and answers: QUESTION: This opportunity is listed as a Small Disadvantaged Business (SDB) set-aside. To our knowledge, there is not a specific set-aside program for SDBs under the Small Business Act. Can the Government please confirm whether this opportunity is a Total Small Business Set-Aside or set-aside for a specific socio-economic platform to include 8(a), HUBZone, ISBEE, SDVOS or WOSB? ANSWER: Corrected to Total Small Business Set-Aside QUESTION: This section states “Factor 1. Technical Capability shall be prepared using the following guidance: Maximum of three (3) single-sided pages.” However, it also states “Factor 1. Technical Capability (limited to 10-pages)”. Can the Government please clarify whether the limit for Factor 1. Technical Capability is three or 10 pages? Can the Government also confirm whether the Cover Page and Table of Contents are included in the page count? ANSWER: 10-pages excluding cover page and table of contents. QUESTION: Can the Government please confirm no Standard Forms (SF-30, SF-1449) are required with this proposal submission? Confirmed. ANSWER: No documents are required for the solicitation. QUESTION: Can CPARs be substituted for Attachment 3 Past Performance Questionnaires for referenced contracts? ANSWER: Not for substitutes. QUESTION: The location appears to reference Missouri. Can the Government please confirm New Mexico as the AOR and confirm the Estimated Hours accurately reflect the hours required by the subject solicitation? ANSWER: Please use pricing spreadsheet. NM (not MO) as the AOR. QUESTION: Will the Government consider an extension to the Tuesday, September 17 proposal due date to allow bidders time to incorporate answers to questions? ANSWER: Proposals must be received not later than 2:00 pm ET, Tuesday, September 17, 2024. Submission shall be via email to michael.bonds@fema.dhs.gov. QUESTION: Will FEMA make an award for this RFP in advance of funds being made available? You state in boldface text “Please be advised, funds are not presently available. The Government’s obligation under this request is contingent upon the availability of appropriated funds from which payment for contract purposes can be made. No legal liability on the part of the Government for any payment may arise until funds are made available to the Contracting Officer for this award and until the Contractor receives notice of such availability, to be confirmed in writing by the Contracting Officer.” ANSWER: No, funds will be available for the base period. QUESTION: Will FEMA consider preference to be given to local firms located in Albuquerque NM in Bernalillo County NM? ANSWER: The map indicated local preference. It doesn’t deter any company outside of the local area from competing. QUESTION: Will FEMA consider SDB offerors, with preference given to those businesses primarily in areas affected by severe storms and tornadoes as declared by Presidential Disaster Declaration DR-4795 in the state of New Mexico (see Attachments 5 - Disaster Declaration Map)…but these companies may NOT be in the declared counties listed? ANSWER: Or does business primarily in the area. It doesn’t deter any company outside of the local area from competing. QUESTION: If FEMA states “service will be required immediately after award. The period of performance will consist of a 2 month Base period, a 4-month option period and two 3-month Option periods.”, then what’s FEMA’s anticipated time frame for funding to be available? ANSWER: The government expects performance to begin immediately (within September). QUESTION: What percentage will price weigh in the award of this contract? FEMA states it “will award a labor-hour contract resulting from this solicitation to the responsible offeror whose offer confirming to the solicitation will be most advantageous to the Government, price and other factors considered. Offers will be evaluated for best value using trade-off criteria”. REVISED ANSWER: Please review the solicitation. QUESTION: Is this solicitation only a local set-aside or can all small disadvantage businesses bid on it? Proposals Due: September 17, 2024, NLT 2:00 p.m. ET NOTE: This requirement is set-aside for Total Small Business (SB) concerns and locally set-aside within the declared counties of New Mexico (Rio Arriba, San Juan, Lincoln, Otero, and Mescalero Apache Tribe). This requirement is for Contract Security Guards to provide security services in the State of New Mexico primarily at disaster related sites and facilities within the declared disaster area in the State of New Mexico. Currently the declared counties requiring support for armed guards are in the counties of Lincoln County, Mescalero Tribal Land, and another Counties to be named within the State of New Mexico. There may be additional counties declared and requiring guard services throughout the State of New Mexico The immediate requirement will be for armed guard services for up to 200 hours of guard services per day and will have a minimum of {50) officers employed by the company and available for immediate deployment to sites. Other FEMA facilities could be open in other areas of the State of New Mexico which would require security. The Contractor may only utilize Department of Labor (DOL) category 27102 Guard II security personnel to perform services under this contract. All category Guard II security personnel must also meet all local and state qualification requirements necessary to fulfill the responsibilities of the position.
