Description - This solicitation is issued to provide portable toilets and dumpster services to support evacuees at established Disaster Recovery Centers (DDC) in the state of Louisiana as a result of Hurricane Laura. The contractor shall provide all equipment, personnel, tools, equipment, materials, transportation, servicing and supervision required to provide both the required portable toilets and dumpsters specified in the attached Statement of Work (SOW). As many as 21 DDCs could require service during this Period of Performance (POP). In accordance with the Stafford Act, this procurement is a Small Business Set-aside for Local Firms in the state of Louisiana. FEMA intends to award two BPAs to supply the portable toilets and dumpsters with required services. Please see attached SOW for more details. Awards will be made using FAR Part 12 Acquisition of Commercial Items under FAR Part 13 Simplified Acquisition Procedures. Basis of award for this requirement is Low Price Technically Acceptable (LPTA) using the parameters outlined in the attached evaluation Criteria. BPAs are not funded upon award. The Government will be obligated only to the extent of authorized call orders issued under an awarded BPA. Applicable clauses are attached. Quotes submitted in response to this solicitation shall be valid for 90 days from the date the solicitation closes.
