Janitorial services at FEMA Disaster Recovery Center located on the third floor mezzanine of the Henry Ford Centennial Library, 16301 Michigan Ave, Dearborn, MI 48126. This is a combined synopsis/solicitation for commercial item services in accordance with the Federal Acquisition Regulations Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and no further written solicitation will be issued. This solicitation is for Department of Labor category 11150 Janitor and 11122 Housekeeping Aide. Department of Labor Service Contract Act Wage Rate Determination number 2015-4839 revision 14 dated July 21, 2021 applies. In accordance with FAR 26.202-1 Local Area set-aside, competition is limited to firms that are located in and doing business primarily in the designated disaster area of Wayne County, Michigan. This solicitation is further reserved for small businesses enrolled in the Small Business Administration 8(a) or HUBZone programs, Service Disabled Veteran Owned Small Business, or Woman Owned Small Business, with no order of preference. All potential offerors must have a current and valid registration in the Government’s System for Award Management (sam.gov) at time of offer. Offers received from other entities will not be considered. The initial period of performance will be for two months with anticipated award date of August 4, 2021. Services may be extended in accordance with FAR 52.217-8 Option to Extend Services with the written agreement of both parties as per FAR 52.212-4(c) Contract Terms And Conditions-Commercial Items, Changes. Services under this contract shall be performed a minimum of twice per day seven days per week excluding Federal holidays. This notice and the incorporated provisions and clauses are those in effect through the Federal Acquisition Circular FAC 2020-06 effective July 12, 2021. The following FAR clauses apply: 52.212-4, 52.217-8, 52.219-1, 52.219-6, 52.226-3, 52.226-4, and 52.226-5. All offerors must be registered in the U.S. Government System for Award Management (www.sam.gov) at the time of the offer and provide a DUNS or UEI number in the response. Vendor must agree to keep DUNS/UEI and SAM entries current through the life of the contract. Payment will be made by automatic funds transfer to the financial information in the vendor's SAM registration. The vendor must also state that all online representations and certifications are current, complete, and accurate. Evaluation Factors: Award will be made on the basis of "lowest price technically acceptable". In the case of equally low offers consideration will be given to an offeror that satisfies more than one FAR Part 19 program. Offers may be in any format that addresses the work statement and include the offeror’s name, primary point of contact, DUNS or Unique Entity Identification number, email address and telephone number, and a statement affirming the offeror is located in and does business primarily in the disaster area of Wayne County, Michigan. Prices shall be quoted as per month with a quantity of two. Prices shall include all labor, equipment, and supplies including consumables. The contractor shall provide janitorial services a minimum of twice daily, seven days per week excluding Federal holidays, between the hours of 7:00 AM and 7:00 PM Central time. The facility is not accessible outside of those times. The contractor shall supply all cleaning supplies and equipment. The total area of the facility is approximately 3000 square feet. Cleaning shall encompass: Required floor cleaning on both carpeted and hard surfaces on the third floor mezzanine with the exception of rooms DLAB, M5, M6, M7, M8, M9, M10, M11, M17, and M18. Thorough cleaning of restroom fixtures and replenishment of supplies including paper products for one Men’s and one Women’s restroom to include emptying trash can in each restroom and replacing trash can liner. Contractor shall provide trash can liners. Trash collection and disposal for office waste cans. Trash bags may be disposed of in the library’s dumpster. The contractor shall supply trash can liners. Site visits are encouraged and may be arranged during normal operating hours of 7:00 AM to 7:00 PM Central time by calling the Contracting Officer’s Representative Raja Rajan at (202)394-6901.
