FEMA requires roadway improvements at the St. Thomas Initial Operating Facility (STT IOF)/Mosquito Point Complex (MPC) in St. Thomas, U.S. Virgin Islands. The work includes site assessment, site/subgrade preparation, compaction, proof rolling, resurfacing existing asphalt roadways, and paving the dirt/gravel access road to Communications Bunker #3, with an add/deduct alternate for the Bunker #2 access road. The improvements are intended to enhance safety, support heavy vehicle and forklift traffic, improve operational access, reduce roadway hazards, and support FEMA mission operations. The roughly 20-acre facility sits on multi-level rocky tropical terrain and includes about one mile of roadways: approximately 0.45 miles concrete, 0.39 miles asphalt, and 0.14 miles dirt/gravel. The Bunker #3 access road is mission critical and has had two recorded forklift accidents, while most existing asphalt roadways were recently trenched and require preparation, subgrade placement, compaction, proof rolling, and resurfacing.
