Pursuant to the requirements of the Competition in Contracting Act (CICA) as implemented by the Federal Acquisition Regulation (FAR) FAR 13.106-1(b)(1)(i), the Department of Homeland Security, Federal Emergency Management Agency (FEMA), Office of the Chief Procurement Officer (OCPO) proposes to enter into a contract on a basis other than full and open competition. The contract will procure contractor Third Party Logistics Support Services for the storage, safekeeping, and handling of personal protective equipment (PPE) housed in the contractor’s warehouse facility in San Juan, Puerto Rico. Logistics services will require use of 2000 pallet spaces for storage of PPE items shipped to Puerto Rico as part of the COVID-19 response under DR-4493-PR. In addition to the pallet spaces, the contractor will also provide services to handle per piece pallet of FEMA delivered PPE from the receiving doc to the storage bay and back to the receiving doc for loading and distribution by FEMA transportation services.
