The Federal Emergency Management Agency's (FEMA) Office of Response and Recovery recognizes that emergency managers require a baseline understanding of pre-disruption conditions and the all-hazards impacts of a disaster to the natural, social, built, and economic environments, both independently and as they relate to one another. Business, industry, and infrastructure functions are essential for successful response and recovery efforts, and resources to support Community Lifeline stabilization, is greatly impacted by the type of information that such analysis an understanding present to the Agency primarily through the National Business Emergency Operations Center (NBEOC) and associated stakeholders.
