This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2020-08 Dated 07/14/2020 see https://www.acquisition.gov/browse/index/far and https://www.acquisition.gov/hsar for clause language. FEMA Region 1 is issuing a formal Request for Proposal (RFP) to be awarded based on Best Value to the government. This request is for the procurement of Landscaping and Snow Removal services at the Federal Regional Center (FRC) located in Maynard, MA 01754 for a Base year, and the potential of four (4) option years. This is a 100% small business set aside in accordance with FAR 19.502-2- Total small-business set asides under NAICS Code 561730-Landscaping Services (Size Standard $8 Million). All proposals will be assessed for the following three factors and all factors other than price when combined, are approximately equal to, or significantly less important than price. Volume 1: "Technical Proposal", Volume 2 “Past Performance” and Volume 3 "Price Proposal" Please review Attachment 5 for specifics about these three volumes and how vendor proposals will be evaluated. Failure to provide any of these requirements may result in proposal exclusion for failure to meet the requirements of the RFP. Site Visit: Please see Attachment 5 for specific details pertaining to the site visit. Companies will be limited to two (2) representatives for the site visit. If prior confirmation is not received, you may be turned away at the gate. Interested parties must provide valid government issued identification to gain access to the facility. Once the solicitation is posted, it is incumbent upon the interested parties to review the betaSam.gov site frequently for any updates/amendments to all documents. Interested parties must be registered in SAM (System for Award Management) Database https://www.sam.gov prior to contract award pursuant to FAR provision 5.207. Prospective offerors are encouraged to register prior to the submittal of proposals. The contractor shall provide all supervision, labor, materials, equipment, supplies, and transportation necessary to complete this scope of work. All work shall comply with all applicable State, local, and Federal laws and regulations, and all contract special provisions, terms and conditions.
