SPECIAL NOTICE THIS IS NOT A NOTICE OF SOLICITATION ISSUANCE. FEMA is not at this time seeking proposals and will not accept unsolicited proposals for the service described in the attached Performance Work Statement (PWS). REQUEST FOR STATEMENT OF CAPABILITIES This is a Special Notice that is a request for submission of Statement of Capability (SOC) addressing the capability to provide an Implementation plan for the Federal Emergency Management Agency's (FEMA) National Flood Insurance Program in Accordance with the National Oceanic and Atmospheric Administration's National Marine Fisheries Service Biological Opinion Reasonable and Prudent Alternative for the State of Oregon. This Special Notice is issued solely for information and planning purposes. It does not constitute a Request for Quote (RFQ) or Request for Proposal (RFP) or a promise to issue an RFQ or RFP in the future. This SOC does not commit the Government to contract for any supply or service whatsoever. The information provided in the SOC is subject to change and is not binding on the Government. Responders are advised that FEMA will not pay for any information or administrative costs incurred in responding to the SOC. FEMA requires responders address all PWS requirements in the SOC by posted deadline of Not-Later-Than (NLT) July 12, 2019 at 1:00PM, Pacific time. The SOC shall provide the following: (1) A brief narrative discussing your capability to develop a Biological Opinion Implementation plan to include your: a. Experience with the FEMA National Flood Insurance Program and Floodplain management regulations. b. Extensive knowledge of Oregon land use ordinances and Oregon communities. c. Experience with Section 7 consultation under the Endangered Species Act. d. Familiarity with the NOAA Fisheries Biological Opinion and Reasonable and Prudent Alternative produced for the State of Oregon on National Flood Insurance Program Implementation. (2) A brief narrative discussion of your previous experience with the Government contracting and doing business with the Government. Include contract numbers and contact information (Organization, Representative's Name, mailing address, telephone, and e-mail) for each experience cited. (3) Responder's CAGE code, NAICS code, TIN, DUNS number, GSA Contract Number (if the company has a GSA Schedule), and Point of Contact Information. (4) All Questions must be submitted NLT 10am July 9, 2019.
