This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Telephone requests for this solicitation will not be accepted. Federal Emergency Management Agency (FEMA) solicitation number is 70FBLA23R00000003 and is issued as a Request for Proposal (RFP) under FAR Part 12 Acquisition of Commercial Items, in conjunction with FAR Part 15 Contracting by Negotiation. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Regulations. The Government anticipates awarding Firm-Fixed Price single award Blanket Purchase Agreement allowing for Firm-Fixed Price Call Orders to the local 8(a) Offeror that demonstrates the best value to the Government. The Federal Emergency Management Agency (FEMA), has a requirement for Level II Armed Security Guards Services within the State of Louisiana. FEMA use Level II Armed Security Guard Services to safeguard federal employees, visitors and property at both temporary and fixed facilities during disaster and emergency declarations. The Level II Armed Contract Security Guards have a crucial and highly visible role in the FEMA mission. They are usually the first line of defense, so it is crucial that the Contractor ensure their employees realize the importance of their role, know their duties, and always perform their duties courteously and professionally. Detail information for this requirement is located in the attached solicitation package. This is a Local set-aside for a 8(a) offeror in the State of Louisiana requirement. The NAICS code is 561612 – Security Guards and Patrol Services. The Product Service Code (PSC) is: S206 – Housing - Guards. Proposals MUST be good for 60 calendar days after close of the solicitation. Prospective offerors must be registered in the System for Award Management (SAM) database prior to award of a contract.
