TITLE: PA-TAC V Competition The Department of Homeland Security (DHS)/FEMA’s mission is helping people before, during, and after disasters. One of FEMA’s responsibilities is to ensure the effectiveness of emergency response personnel in responding to emergencies and disasters. Types of disasters and emergencies that could happen in the continental United States, as well as outside the continental United States locations include, but are not limited to, hurricanes, floods, earthquakes, cyclones, tornadoes, blizzards, acts of terrorism, tsunamis, and avalanches FEMA is seeking the procurement of Advisory and Assistance Services (A&AS) Contracts for professional and non-professional services as a follow-on to the Public Assistance – Technical Assistance Contract (PA-TAC) IV, which is scheduled to expire on January 26, 2024. The Government will establish three geographic zones and seeks to award on a competitive basis one Indefinite Delivery/Indefinite Quantity (IDIQ) contract for each respective zone. The goal of this contract is to acquire qualified contractor personnel with the technical skills necessary to supplement FEMA’s Public Assistance (PA) activities in major disasters and emergencies. The Government request that respondents offer their experience and recommendations on the following RFI questions and issues related to the draft PWS requirements. Vendor comments may be incorporated and used to develop the final PWS as well as the solicitation. The NAICS code for this procurement is 541611.
