The Department of Homeland Security, Federal Emergency Management Agency intends to issue modifications to increase the ceilings on the current Public Assistance/Technical Assistance Contract (PA-TAC) IV contracts per the authority 6.302-1, Only One Responsible Source and No other Supplies or Services Will Satisfy Agency Requirements. BACKGROUND: The Public Assistance (PA) Division currently utilizes Advisory and Assistance Services (A&AS), professional and non-professional services contracts (PA-TAC IV) to assist with the PA program. Professional consultants, engineers and non-professionals are required to complement the efforts of FEMA PA staff, and provide a surge capability when necessary. Through the PA Program, as authorized under the Robert T. Stafford Disaster Relief and Emergency Assistance Act, 42 U.S.C. §5121-5206 (Stafford Act), FEMA provides supplemental Federal disaster grant assistance to applicants (State, Tribal, local governments and certain types of Private Nonprofit (PNP) organizations) so that communities can quickly respond to and recover from major disasters or emergencies declared by the President. The Public Assistance (PA) Division currently utilizes Advisory and Assistance Services (A&AS), professional and non-professional services contracts (PA-TAC IV) to assist with the PA program. Through the PA Program, as authorized under the Robert T. Stafford Disaster Relief and Emergency Assistance Act, 42 U.S.C. §5121-5206 (Stafford Act), FEMA provides supplemental Federal disaster grant assistance to applicants (State, Tribal, local governments and certain types of Private Nonprofit (PNP) organizations) so that communities can quickly respond to and recover from major disasters or emergencies declared by the President. These contracts will provide continued Federal disaster grant assistance for debris removal, emergency protective measures, and the repair, replacement, and/or restoration of disaster-damaged, publicly owned facilities and the facilities of certain PNP organizations. Additionally, the PA Program encourages protection of damaged facilities from future events by providing assistance for hazard mitigation measures during the recovery process. Many of these projects provide critical services and involved complex and highly technical facilities. Tasks that the Contractors will perform include: Technical expertise to support PA disaster operations; Technical expertise to perform site visits and assessments; Technical expertise and professional engineering to evaluate disaster damaged facilities and infrastructure, and to evaluate and recommend methods of repair or replacement; Technical expertise and professional engineering to support developing scopes of work and validating cost estimates for the restoration of disaster damaged facilities and infrastructure; Technical expertise for project management to monitor project execution and progress; Technical expertise to support PA project close-out activities for complex and/or large projects; Technical expertise for the completion of special consideration reviews of projects such as insurance considerations, environmental compliance and historic preservation compliance; and Technical expertise for the assessment of cost-effective hazard mitigation measures to reduce or eliminate future damages to restored facilities. There are currently three (3) large vendors that provide the current PA-TAC IV services. Each vendor currently has an IDIQ contract based on geographical zone/area. The modification for the ceiling increases will be issued to the following vendors: FLUOR Enterprises, SERCO, Inc. Ch2M Hill – CDM PA-TAC Recovery Services (CCPRS) The ceiling for each of the contracts will be increased from $610 million to $1.220 billion (an increase of $610 million each). The Public Assistance (PA) Program is in the process of planning to re-compete the PA-TAC IV services to a new PA-TAC V contract. In the meantime, it is necessary to continue the services for the current PA-TAC IV contractors until the PA-TAC V contract is awarded. This synopsis of FEMA's proposed contract actions (to increase the ceiling on a Sole Source Basis) is being published in accordance with 5.201 (FAR 6.302-1 states that "the requirements of FAR 5.201 must be met"). THIS IS NOT A REQUEST FOR PROPOSALS OR QUOTATIONS. Interested parties may identify their interest and capability to provide the PA-TAC services. Responses to this notice must demonstrate clear and convincing evidence that competition would be advantageous to the Government, would not be cost or time prohibitive, and would not hinder FEMA’s mission in support of disasters. A determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government.
