Combined Synopsis/Solicitation for Weather Radio Systems Synopsis: This is a combined synopsis/solicitation for commercial items prepared in accordance with (IAW) the format FAR 13.5 using Simplified Acquisition Procedures for certain Commercial Items, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Offers are being requested and a written solicitation will not be issued. Solicitation Number is 70FB8019Q00000008 and is issued as a Request for Quote (RFQ). FEMA has determined a need for Weather Radio Systems. This solicitation incorporates all mandatory commercial item provisions and clauses that are in effect through Federal Acquisition Circular (FAC) 2015-101, effective October 26, 2018. The North American Industrial Classification System (NAICS) code is 334220. The small business size standard is 1,250 employees. It is the responsibility of the contractor to be familiar with the applicable clauses and provisions. The Government contemplates awarding one (1) or more Firm Fixed Price Blanket Purchase Agreements (BPA's) resulting from this solicitation to the offeror(s) whose offer conforming to the solicitation, is the lowest evaluated price meeting or exceeding the acceptability standards for non-cost factors. To be considered for award you must have an active System for Award Management (SAM) registration by the closing date of this solicitation. Vendors who submit quotes but do not have an active SAM registration will not be considered for award. Please visit www.sam.gov for more information or to register. Award will be made to the lowest priced technically acceptable offeror whose quote conforms to the requirement of the solicitation and Statement of Work. To be considered for award, all offerors shall address the evaluation criteria in accordance with the Statement of Work requirements. Failure to address all criteria will result in offer being non-responsive and therefore will not be considered for contract award. Questions are due to the Contracting Officer and Contract Specialist no later than 2pm EST February 27, 2019. Responses to questions will be posted no later than 3pm EST, March 1, 2019. Quotes are due to the Contracting Officer and Contract Specialist, no later than 5pm EST, March 8, 2019. All quotes that fail to include all solicitation requirements will be considered non- responsive and not eligible for award.
