This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This solicitation document incorporates provisions and clauses are those in effect through Federal Acquisition Circular 2025-04. This RFQ is issued under full and open competition after exclusion of sources. This procurement is set-aside for small businesses. Only quotes submitted by small business concerns will be accepted by the government. Any quote that is submitted by a contractor that is not a small business concern will not be considered for award. The North American Industry Classification System (NAICS) code is 238220 – Plumbing, Heating, and Air-Conditioning Contractors with a small business size standard of $19 Million. The Product Service Code is N041 – Installation of Equipment – Refrigeration, Air Conditioning, and Air Circulating Equipment. An organized site visit has been scheduled for Thursday, July 10, 2025 from 9:00am – 11:00am, EST. Interested participants shall notify Karley Hoyt, karley.hoyt@fema.dhs.gov and Mark Rollston, Mark.rollston@fema.dhs.gov, no later than 1:00pm EST, Wednesday, July 9, 2025 and provide the first and last name of the attendee, company name, email address and telephone number.
