This is a combined synopsis/solicitation for commercial item prepared in accordance with the format in FAR Part 12, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Telephone requests for this solicitation will not be accepted. Federal Emergency Management Agency (FEMA) solicitation number is 70FB7022R00000010 and is issued as a Request for Proposal (RFP) under FAR Part 12 Acquisition of Commercial Items, in conjunction with FAR Part 15 Contracting by Negotiation. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Regulations. The Government anticipates awarding a Firm Fixed Price (FFP) multiple-award Indefinite Delivery/Indefinite Quantity (IDIQ) contract to the Offerors that demonstrates the best value to the Government. The Federal Emergency Management Agency (FEMA) has a requirement for DME Kits and a la carte items during steady state for disaster readiness and emergency/disaster response/surge operations throughout the Contiguous United States (CONUS) and Outside Contiguous United States (OCONUS) locations. Detail information for this requirement is located in the Statement of Work (SOW). This is a 100% Total Small Business Set-aside requirement. The NAICS code is 423450 - Medical, Dental, and Hospital Equipment and Supplies Merchant Wholesalers. The Product Service Code (PSC) is: 6545 - Maintenance, Repair, Rebuild Equipment, Mechanical Power Transmission Equipment. Offerors shall reference the Solicitation Number 70FB7022R00000010 on all documentation submitted in response to this solicitation. Late proposals will not be accepted. Proposals MUST be good for 180 calendar days after close of the solicitation. Prospective offerors must be registered in the System for Award Management (SAM) database prior to award of a contract. Amendment #01 - The purpose of the amendment is to publish the questions and answers and to update the solicitation to remove B17. Defense Production Act (DPA). Amendment #03 - The purpose of this amendment is to ensure the delivery information in the solicitation match the delivery information in the SOW.
