Sources Sought Notice: Commercial Logistics Augmentation Support (CLASS) for FEMA During Disaster Responses This is a Sources Sought Notice. The purpose of this notice is to obtain information regarding: 1) the availability and capability of qualified sources, and 2) ability to provide Movement Control augmentation capabilities supporting FEMA during disaster responses at all U.S. state, local, tribal, and territorial government locations (Within and outside of the Continental U.S.). The information provided herein is for informational purposes only. THIS NOTICE IS NOT A REQUEST FOR PROPOSAL. This notice is issued for information and planning purposes only and does not itself constitute a Request for Proposal (RFP). The Government does not intend to award a contract based only on responses to this Sources Sought Notice. Responses to the notice will not be returned. Responders are solely responsible for all expenses associated with responding to this notice. FEMA will not pay for information received in response to this notice. There is no commitment by the Government to issue an RFP, make an award or awards, or to be responsible for any monies expended by industry responses to this notice. The Government does not request any proprietary information be submitted, nor shall it be liable for any consequential damages for proprietary information. Any information submitted for this notice (e.g. capability statement) is subject to disclosure under the Freedom of Information Act, 5 USC 552 (a). All information received in response to this notice marked “Proprietary” will be protected and handled accordingly. Interested parties are responsible for adequately marking proprietary or competition sensitive information contained in their response. 1. Background. The Federal Emergency Management Agency (FEMA) has the responsibility of providing and supporting logistics and transportation capabilities (land, sea and air) from origin to destination to include within the disaster in support of any location in the United States along with Alaska, Hawaii and US Territories from the incident level during all disasters in any location within the United States including Alaska and Hawaii to include the US Territories. 2. Objectives: General: FEMA is seeking information regarding industry’s capabilities in providing professional transportation management and movement control support services (land, sea and air) during a FEMA disaster response operations to all U.S., State, local, tribal and territorial (SLTT) government locations (within and outside of the Continental U.S.). This movement control process provides end-to-end synchronization and visibility of resources moving across national, regional, and incident levels of operations according to SLTT priorities. Priorities are synchronized to determine the distribution flow from point of origin to the point of destination by coordinating, scheduling, and tracking the conveyance of disaster resources. Movement control ensures transportation assets are utilized efficiently and the transportation infrastructure is deconflicted to minimize saturation. The movement control process is designed to fulfill, complement, support, and strengthen FEMA’s distribution strategy described in the National Incident Support Manual. Deployment of Resources: In coordination with the FEMA movement operations centers (Movement Coordination Center/Movement Control Unit) provide coordination and communication competencies to include the visibility, accountability, and strategic planning of the mode (air, land, sea) type (container, trailer, pallet), quantity and time of projected incoming and outgoing disaster response resources for every 12, 24, 72-hour response planning cycle. Provide throughput estimate at transportation nodes/facilities and keep all stakeholders informed to ensure efficient delivery of commodities and equipment. Provide logistics and transportation information to FEMA personnel to update logistics systems. Movement control ensures transportation assets are utilized efficiently and the transportation infrastructure is deconflicted to minimize saturation. Keep supervisors and all stakeholders apprised to enable adequate preparation to receive resources Movement Tracking: In coordination with the FEMA movement operations centers and forward deployed FEMA teams, accurately capture visibility and status of deployed transportation resources (trailer number/license plate of each vehicle, containers, pallets) from point of origin to the last tactical mile destination. Maintain visibility and accountability of all FEMA, contracted and commercial trailers at each of the various transportation nodes. Ensure fluid and open two-way communications at all levels. Movement Tracking is responsible for tracking the identity, status, and location of commodities, equipment, and teams’ movement by all modes of transportation, including FEMA and other interagency partner assets with the capability to deploy their own resources, from origin to destination across all incident levels. Movement Tracking enables the Movement Coordination Center (MCC) and supported customers to anticipate and manage the flow of resources from the strategic to operational level while also allowing decision makers at the incident level the ability to be proactive in a fluid operational environment. Redistribution: In coordination with the onsite personnel and other identified stakeholders, execute transportation requirements to meet mission requirements (via shuttle trucks or other transportation modes). This execution must not hinder throughput at the distributing point or the receiving point. Ensure implementation of distribution plan and maintain visibility of incoming and outgoing deliveries for every 12-, 24- and 72-hours redistribution planning cycle. Ensure open communication at all levels. Retrograde: Notify the FEMA movement operations centers (Movement Coordination Center/Movement Control Group) for recovery of trailers/containers for return to carrier and retrograde of DHS trailers. In coordination with FEMA personnel, assist in the planning and execution of transportation requirements for retrograde. Ensures the establishment of a plan for carriers to recover empty trailers and track empty trailers not recovered within 72 hours of carrier notification. Monitors empty trailer yard reports from all applicable staging areas at the incident to predict the schedule for retrograde. Monitors potential retrograde control operations (CONOPS) and timelines. Maintains master accountability of the status of all trailers. Monitors and identifies empty trailers that can return to commercial carriers in coordination with the Movement Control Unit (MCU), the FEMA Incident Staging Base (ISB) or Federal Staging Area (FSA). Maintains a consolidated report for the availability of all empty trailers ready for pickup at the ISB(s) through proactive contact and communication with the MCU. Coordinates the commercial carrier notification of empty trailers available for recovery with the MCU and maintains a detailed carrier call log. Maintains a log for empty trailers sent to a new location or consolidation point. Reports missing and unaccounted conveyances to the MCU to initiate a conveyance search. Tracks trailers from the point of origin to the ISB and monitors the bills of lading (BOL) to track all information. Specifics: Have experience in developing a common operation picture (COP) during a natural and/or man-made disaster response or humanitarian crisis incident. Vendor must demonstrate their ability to provide continuous updates on the overview of a disaster incident compiled throughout the incident life cycle with data shared through integrated communication, information management, intelligence and information sharing from the incident strategic level to the operational level of the incident. Be capable of providing professional transportation and movement control augmentation coordination and communication support services for Multi-Modal Transportation and for a multi-faceted disaster response operation. Be able to rapidly deploy to designated disaster response locations within the appointed call period to any geographical area with the United States including Alaska and Hawaii to the US Territories. Be capable of tracking transportation assets, disaster commodities, equipment, supplies and disaster response teams from origin to destination and through retrograde phase. Be able to meet FEMA’s timeline requirements in implementing logistics and transportation professional support services augmentation capabilities. 3. Questions to Industry: List and highlight how their disaster response capabilities have through demonstrated experience: 1) facilitated - emergency and disaster logistics planning, monitoring, execution, 2) provided situational awareness; and created a common operating picture involving the deployment of resources, movement tracking of resources, redistribution and retrograde of disaster response resources ranging from commodities, equipment to transportation conveyances, 3) managed transportation assets in support of movement requirements and ability to deconflict movement control issues. Provide a timeline for implementing and posturing the required disaster logistics support services personnel to any location within the United States including Alaska and Hawaii and the US Territories. What are your efficiencies for supporting FEMA Transportation and Movement control requirements? What are your existing technologies you will leverage for the disaster response coordination and communication process? Response Format: In order to better assist in the review of submittals to this RFI, respondents are encouraged to prepare a capabilities statement and respond to questions in a format that closely adheres to the following format: The document format shall be either Microsoft Word (.doc or .docx), or Adobe Acrobat (.pdf) formats. Responses shall be prepared using 12 pt. font, 1-inch margins, and 8.5” by 11” paper and shall not exceed five (5) pages in length, including images, data displays, charts, graphs, and tables. Respondents are encouraged to ensure that their submittals are complete and address all items outlined within this notice. Respondents may provide additional promotional literature in addition to their response as long as the literature conforms to the response format.
