FEMA intends to acquire commercial services to provide equipment and personnel to conduct rapid antigen COVID-19 Testing of Federal Responders, their partners, and any other individual designated to receive these tests by the government. This requirement is inclusive of the United States and its outlying areas, as defined in FAR 2.101 to be determined based on damaged area and availability. While certain tests and capabilities are described below, the government reserves the right to introduce new technologies and testing capabilities for the vendor to administer, as they come online. The government expects that the contractor shall keep up to date on new and emerging testing capabilities and be prepared to utilize them if required by the government.
