The purpose of the procurement is to obtain contractor support services to provide Community Engagement and Risk Communications for applicable FIMA programs to synchronize communications and engagement across the Directorate. The Risk Management Directorate awarded the initial CERC services contract with the primary intent of improving community engagement during the map production process, leveraging behavioral science to improve risk communications, and increasing understand of flood risk based on the flood hazard mapping program. While these requirements are still valid, RMD has since clarified its ultimate goal through a number of guiding documents. CERC services are being expanded beyond Risk MAP support to allow for support to all RMD programs in an effort to better synchronize communications and engagement across the Directorate.
