This RFP Amendment is to post the questions received by the requried due date and time, Attachment - RFP 70FA6020R00000003 - Questions and Responses. The RFP and PWS have been revised per questions received, see attachments labeled RFP 70FA6020R00000003 - Revised and RFP Attachment A - NFIP Direct PWS - Revised. Additionally a new Attachment has been uploaded to the solicitation, Attachment F - FEMA FY20 Subcontracting Plan Template. No other changes have been made. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation 70FA6020R00000003 is issued as a Request for Proposal (RFP). Due to character limitations, please see the attachments for additional requirements and terms and conditions determined by the Contracting Officer to be necessary for this acquisition and customary commercial practices. Additionally, see the attachments for all CLIN information and evaluation procedures applicable to this acquisition. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2020-08. It is the contractor’s responsibility to be familiar with the applicable clauses and provisions. The clauses may be accessed in full text at this address: http://farsite.hill.af.mil/. This for full and open competition under NAICS code is 524292, with a small business size of $35 million. The Federal Insurance Mitigation Administration (FIMA), National Flood Insurance Program (NFIP) has a requirement for flood insurance policy administration. This RFP will result in a single award IDIQ. All terms, conditions, requirements, clauses and provision contained herein, and in the attachments, shall apply to this combined synopsis/solicitation. The period of performance will include a one-year Base Period plus four (4) one-year option periods. The delivery and place of performance will de identified in individual task orders. FOB is destination only. FAR 52.212-1, Instructions to Offeror-Commercial, applies to this acquisition. Offerors are to provide a completed copy of 52.212-3, Offeror Representations and Certifications – Commercial Items, with its offer. FAR 52.212-4, Contract Terms and Conditions-Commercial Items, applies to this acquisition. Additionally, Alternate 1 also applies to any Time and Materials tasks orders placed against the resultant IDIQ. FAR 52.212-5, Contract Terms and Conditions Required to Implemented Statutes or Executive Orders-Commercial Items applies to this acquisition. In accordance with FAR 5.207(c)(16)(i), all responsible sources may submit a bid, proposal, or quotation which shall be considered by the agency.
