This Solicitation is for Fleet Repair and Recovery Services for the Federal Emergency Management Agency's (FEMA) Disaster Emergency Communications Division (DECD). The primary place of performance is any location CONUS or U.S. Territories where FEMA supports disasters. The support requires 24/7 nation-wide roadside assistance, towing services, tire replacement, and major repairs. All questions shall be submitted no later than August 14, 2024, 12:00 p.m. EST. Answers to all relevant and appropriate questions will be posted as an amendment to the solicitation. In the event multiple questions address the same issue the Government reserves the right to answer a representative question that best exemplifies the issue. Closing date for receipt of proposals is August 28, 2024, 12:00 p.m. Local Time EST Proposals shall be submitted electronically to daniel.larussa@fema.dhs.gov referencing the RFP # and “Submittal of Proposal” in the subject line of the e-mail. This Pre-solicitation Notice is for Fleet Repair and Recovery Services for the Federal Emergency Management Agency's (FEMA) Disaster Emergency Communications Division (DECD). The primary place of performance is any location CONUS or U.S. Territories where FEMA supports disasters. This procurement is a 100% Small Business Set-aside. The NAICS Code for this procurement is 811111, with annual receipts of $9 million. This requirement is to acquire Fleet Repair and Recovery Services for FEMA. The support requires 24/7 nation-wide roadside assistance, towing services, tire replacement, and major repairs. The period of performance is for 5 years. The contract will have a base year with four (4) option years. Due to the nature of the work, FEMA will award an Indefinite Delivery/ Indefinite Quantity (IDIQ) contract allowing for hybrid Firm Fixed Price and Time and Materials type Task Orders. FEMA anticipates a single-award contractor for this requirement. This is not a Solicitation; this is a Pre-solicitation notice to allow contractors to anticipate release of this solicitation. The solicitation is anticipated to be released on or about August 5th, 2024. The solicitation will be available to download via this website. Potential offerors are encouraged to check this site frequently for updates. The solicitation period will not be a full 30 days thus this pre-solicitation notice is to help interested contractors to prepare accordingly.
