THIS IS NOT A SOLICITATION OR INVITATION FOR OFFERORS TO SUBMIT BIDS. The Federal Emergency Management Agency(FEMA) anticipates issuance of a solicitation for the award of a firm fixed-price construction contract for a project entitled MWEOC B716 FM Maintenance Building, at the Mount Weather Emergency Operations Center (MWEOC) in Mount Weather, VA 20135-2006. The project objective is to modernize and consolidate the MWEOC Facilities Management (FM) Sections and to relocate those functions into a few structures spread over three sites. The project is to be provided in separate and distinct phases. The overall project includes the approximate 70,000 sqft sized FM Maintenance Building; Vehicle Maintenance Building; Roads and Grounds Enclosures and Other Structures; Transportation Building; Fixtures, Furnishings and Equipment; and, Demolition and Rehabilitation of Buildings. The performance period for the project, at this time, is contemplated to be 730 calendar days from issuance of the Notice To Proceed (NTP). Pursuant to Federal Acquisition Regulation (FAR) 36.204, the estimated magnitude of the base project is over $10,000,000. The solicitation will be available approximately on or about June 10th, 2019. The solicitation will be distributed solely through the Federal Business Opportunities (FBO) website at www.fbo.gov. Hard copies of the solicitation will not be made available. The website provides download instructions. Any secure/locked documents (if applicable) uploaded with the solicitation will require an active FBO vendor registration for access. All future information about this solicitation, including any amendments, will also be distributed solely through this website. The NAICS code for this requirement is 236220. This Solicitation is currently unrestricted. All interested bidders (prime contractors & subcontractors) should register at www.fedbizopps.gov so that others will know of your interest in participating in this procurement. A Bidder's List WILL NOT be prepared nor distributed by the Contracting Officer, as it is the Bidder's responsibility to register at the FedBizOpps website. Bidders are advised that they are responsible for obtaining ALL bid documents and acknowledging any amendments, and should re-visit the FBO website periodically to check for any modifications to this notice, updates, or amendments without further notice from the Government. Prospective contractors shall complete electronic annual representations and certifications and shall be registered in the System for Award Management database at http://www.sam.gov.
