The Certificate of Liability Insurrance (or the insurance) does not need to be submitted with the proposal. It only needs to be presented prior to the work - see uploaded email correspondence with today's date (210317) on it. 12 MAR 2021 - 1:16 PM: This is an amendment to answer questions that have been submitted. The offer due date/time has been changed to March 23, 2021 at 11:00 AM ET. There are four (4) attachments included with this amendment.
