FEMA is seeking contractor support for internal control assessment, compliance monitoring, control documentation and testing, risk analysis, data analysis, IT control testing, and financial management support. The work aims to help FEMA strengthen its internal control environment in line with OMB Circular A-123, GAO standards, DHS policy, and FEMA guidance. The scope may span financial management, disaster assistance, grants, flood insurance, IT, financial reporting, and mission support processes. Contractors may identify findings, risks, deficiencies, and compliance issues and recommend improvements. Corrective action implementation and remediation closure are excluded and will be handled under a separate requirement.
