REQUEST FOR INFORMATION/SMALL BUSINESS SOURCES SOUGHT: Dining Facilities and Food Service Management for the Center for Domestic Preparedness, Anniston, AL. The Federal Emergency Management Agency (FEMA), on behalf of the Center for Domestic Preparedness (CDP), has developed this Request for Information (RFI) to solicit market research information from industry small businesses. Responses to the information requested will assist the Government in determining the appropriate acquisition method, including whether a small business set-aside is possible. We encourage all small business concerns in all socioeconomic categories (i.e., Small Disadvantage Business (SDB), 8(a), Historically Underutilized Business Zone (HUBZone), Service-Disabled Veteran-Owned Small Business (SDVOSB), Economically Disadvantaged Women-Owned Small Business (EDWOSB), and Women-Owned Small Business Concerns (WOSB)) to identify their capabilities in meeting the requirement at a fair market price. Please note, full food service requirements are subject to both the priority established by the Randolph-Sheppard Act and the preferences set out in FAR Part 19. This acquisition will be conducted in accordance with 20 USC 107 et. seq. as amended in 1954 and 1974 and as implemented by 34 CFR 395.33. The Randolph-Sheppard Act gives the State Licensing Agencies (SLA) priority consideration in award of contracts to operate cafeterias on federal property. Preference will be given to the Randolph-Sheppard Act specified agency for the State of Alabama (Alabama Department of Rehabilitation Services). If the proposal received from the SLA is judged to be within the competitive range and has been ranked among those proposals which have a reasonable chance of being selected for final award at a reasonable price, award will be made to the SLA, even if the price is higher than that of the lowest price offer.
