The requirement is to develop a methodology for forecasting residential fire incidents annually on a national basis and develop monthly national fire estimates, among other high-level analytical tasks. This methodology will allow the U.S. Fire Administration to have a much better understanding of the fire problem in the U.S. In addition, a national-level fire and loss projection and development of monthly estimates will: inform FEMA and USFA planning and monitoring of policy decisions by enabling the prioritization of fire issues, project the costs of fire in terms of lives and property loss, identify more current aspects of the fire problem on a monthly basis that require additional monitoring and research, etc.
