This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation is Request for Proposal (RFP) number 70FA2021Q00000047. It is the offeror’s responsibility to be familiar with the applicable clauses and provisions. The applicable NAICS Code is 813920 – Professional Organizations, the size standard of which is no more than $16.5 million in average annual receipts. A list of line item numbers and items, quantities, and units of measure (including options) are shown in the attached Request for Quote (RFQ) #70FA2021Q00000047. The United States Fire Administration (USFA) need a contractor to conduct a large scale, thorough, study of existing electric vehicles and electric vehicle battery fire reports, research, regulations and codes, manufacturer guidance documents, and training programs to develop an Electric Vehicle Fire/Rescue Response Operations, Health and Safety guide. The primary place of performance is the contractor’s location. The period of performance is 24 months from the effective date of award. The provision at 52.212-1, Instruction to Offerors–Commercial, applies to this acquisition. The provision at 52.212-2, Evaluation–Commercial Items, does not apply to this acquisition. Reference the attached RFQ for Description of Evaluation Factors and Procedures in Section E of the Clauses-Provisions. There is no applicable Defense Priorities and Allocations System (DPAS) assigned rating associated with this requirement. Reference this notice of a combined synopsis/solicitation concerning the date, time, and place offers are due. Any questions must be submitted in accordance with the instructions shown in Section E.6 of the RFQ, no later than 5:00 PM Friday August 6, 2021.
