This is a pre-solicitation notice/synopsis in accordance with Federal Acquisition Regulation (FAR) 5.203(a)(1) for Telco Solution's proprietary web-based ported number application system look-up search support for ICE/Homeland Security Investigations (HSI) Technical Operations Investigations. The U.S. Department of Homeland Security (DHS), U.S. Immigration and Customs Enforcement (ICE), Office of Acquisition Management (OAQ) intends to award a sole source firm-fixed price purchase order to Telco Solutions, Inc. located at 6446 Warwick Ave., Naples, FL 34113. The period of performance for this requirement is a 7-month Base Period and two (2), 12-month Option Years with a 6-month option to extend services in accordance with FAR 52.217-8. ICE requires web-based ported number application system look-up search support from Telco Solutions, in accordance with 41 U.S.C. 3304(a)(1) as implemented under Federal Acquisition Regulation (FAR) Subpart FAR 6.302- 1(a)(2)(ii)(A), only one source is capable of providing the supplies or services required because the supplies or services are unique or highly specialized. The North American Industry Classification System (NAICS) code 511210 (Software Publishers). Product Service Code (PSC) is 7030 (Automatic Data Processing (ADP) Software). ICE/HSI requires the following Contractor web-based ported number application system look-up search support: • Current and User Data associated with ported telephone number(s) including: • The Operating Company Number (OCN) of the underlying service provider; • The identity of that service provider; • The contact name and number of the service provider, if available; • Identification of the appropriate non-facility-based service provider through the use of Alternate Service Provider Identification Number (SPID) with the Subscriber version, pooled block records and identification of the appropriate service type. • Access to Telco Solution's database containing the local telephone number portability information on 24 hours a day and 7 days a week basis. ICE requires that the service shall allow ICE users to query by single, number, multiple number and batch file. • Access to the service by a virtual private network or SSL connection. This service must be secure, authenticated and encrypted, with access to the Service database through an application protocol interface (API). • Ability to query 300,000 or less per year for web-based access to local number portability application. • Ability to protect all telephone numbers submitted to the Telco Solution's database. Information shall not be logged or retained in identifiable record format. The service shall not pass any information submitted by ICE to a third party unless it is to provide ICE with required service information. Market research revealed that Telco Solutions is the only company that is currently integrated via application interface with the existing subpoena system being utilized at ICE. Notwithstanding, any Contractor that believes they are capable of meeting ICE's requirements as stated above may submit evidence of such capability within 7 calendar days of this posting. The Government will consider all capability statements received within the time frame outlined above; however, a determination not to compete the proposed purchase order based upon the responses received is solely within the discretion of the Government. This notice is for informational purposes only and is not a request for quotation. No solicitation is available at this time and telephone, fax, or email requests for a solicitation will not be honored. No purchase order will be awarded on the basis of offers received in response to this notice.
