Strategic Communications-Blue Campaign Scope: The purpose of this requirement is to obtain support to generate and implement strategic plans, educational and instructional product design and development, partnership approaches, and technical requirements for CCHT. The requirement shall consist of a collection of services designed to develop and implement educational awareness training and tools. The Contractor shall have the ability to effectively measure efficacy for the CCHT. It is imperative to the success of the program that outcome measures be built into each marketing outreach and awareness tactic to demonstrate the viability of each approach.
