Turn-key Detention Facilities
The Department of Homeland Security (ICE) is soliciting proposals for multiple turnkey detention facility requirements, with contracts awarded separately for each facility location. Performance locations include the Denver, Miami, Philadelphia, and Seattle Areas of Responsibility, with three non-IHSC-staffed facilities and one IHSC-staffed facility. The resulting contract type will be a hybrid Firm-Fixed-Price and Labor-Hour IDIQ, with a 120-month ordering period including a 60-day transition, plus an optional six-month extension. The procurement uses a two-phase evaluation process (Phase 1 pass/fail readiness, then Phase 2 technical and price) with a best-value tradeoff approach rather than lowest price. Offerors may bid on one or more facilities and must provide comprehensive detention, transportation, food, and facility support services 24/7, including health care for non-IHSC facilities.
