ICE ERO requires an uninterrupted contract for detention and transportation services at the Cibola and Torrance detention facilities in the El Paso Area of Responsibility, supporting the El Paso Field Office for two years. The combined facilities must accommodate up to 1,955 beds and provide guards, meals, medical care, transportation, and onsite hearings. The contractor must supply all personnel, detention management, equipment, facilities, supplies, transportation, medical care, and onsite hearings. Services must comply with ICE 2025 National Detention Standards, ACA ALDF and health services standards, NCCHC, and applicable state and local laws.
