PURPOSE This Request for Information (RFI) is for market research, information, and planning purposes ONLY. This RFI does not in any way constitute a Request for Proposal (RFP) and as such, shall not be construed as a commitment by the Government (implied or otherwise) to issue a solicitation or ultimately award a contract. This announcement is specifically targeted to identify qualified contractors that can perform the services detailed in the DRAFT Performance Work Statement. However, responses from all interested parties are appreciated and accepted. REQUIREMENT U.S. Immigration and Customs Enforcement (ICE) has a continuing need for contractor services to provide unarmed guard/escort and transportation services for migrants at the Migrant Operations Center (MOC) located on Naval Station Guantanamo Bay (NSGB), Cuba. Support is required to assist the Department of Homeland Security (DHS) and Department of State (DOS) in meeting their responsibilities for the safety, security, and care of protected and non-protected migrants at NSGB under Executive Order 13276. The facility has a capacity of 120 people and has an estimated daily population of 20, however the Contractor is responsible for maintaining on-site the necessary equipment to erect temporary housing facilities for populations that exceed 120 and up to 400 migrants in a surge event. Some of the surge items include, but are not limited to, tents, cots, generators, migrants clothing and hygiene kits, water, and ready to eat meals etc. The Contractor must be able to erect a temporary tent city with all necessary utilities/amenities and coordinate with minimal notice. In addition, the Contractor must maintain a surge roster of at least 50 individuals who meet the minimum PWS position and security requirements for unarmed custody officer and have a viable contingency plan to deploy personnel within 24 hours of notification. Notably, the Contractor must ensure at least one officer per shift is fluent in English, Spanish, and Haitian Creole. Transportation, lodging, and meals on the island is the sole responsibility of the Contractor. Attached is the draft Performance Work Statement for more specifics and task requirements. Interested firms must submit their responses to the below questions. REQUESTED INFORMATION Please provide your company’s name, mailing address, Cage Code, and Unique Entity Identifier (UIE) * Please provide the primary North American Industry Classification System (NAICS) code that your company utilizes for guard and transportation services. Please * Is your company a small or large business? If small, what is your socio-economic status? Please provide a brief customized technical capabilities statement to summarize your company’s experience and ability to provide unarmed guard and transportation services for migrant populations. Please outline your experience in detail regarding your company’s experience in the following areas: * Working with Migrant or Detention populations to include but not limited to large and vulnerable populations, transport migrants, and housing of migrants? Knowledge and compliance with the Prison Rape Elimination Act (PREA). Experience supporting a mass migration during an international crisis, including providing custody, care, safety, transportation, and other needs of migrants? Experience, or the strategies you would employ, to transport contractor-owned vehicles, office supplies such as copiers, surge equipment (tent, generators, etc.) as required by the draft PWS, and migrant supplies (hygiene and clothing items) unto NSGB. Based on the draft PWS, assuming a surge beyond the 120-bed threshold is called, how much time does your firm recommend for mobilization/ramp up time to transport additional support personnel to the island? Also, the PWS recommends 50 surge FTEs to adequately oversee the 400-bed capacity, what is your firm’s recommendation for escort to migrant ratio? For pricing the Government is considering a tier population unit price approach as below. Please provide a proposed tier approach that would work best for your firm and provide a rationale for its use. See proposed Tier Population Unit Pricing attachment. Please identify any GSA Schedule contract or other current government-wide contract (e.g., GWAC or BPA) that your company currently holds and offers these services under. If your company has similar experience providing unarmed guard and transport services as delineated in the attached draft PWS within the last five years, provide the contract number, contract type, period of performance, value, and point of contacts information (name, phone, and email). * If your company has any questions or recommended changes for the PWS, please share this information so the Government may give it the proper and appropriate consideration. GUIDANCE The Government will not reimburse respondents for any costs associated with information submitted in response to the RFI. Responders are solely responsible for all expenses associated with responding to this RFI. Responses to this RFI are not offers and cannot be accepted by the Government for the basis of forming a binding contract. This RFI is being issued solely for the purpose of gathering information for planning purposes. This RFI does not commit the Government to a contract for any supply or service. Furthermore, the Government is not at this time seeking quotes/proposals and will not accept unsolicited quotes/proposals. Interested parties (specifically small businesses) are encouraged to respond to this RFI. If the scope of this RFI is too large or there are aspects to which your company does not wish to provide a response, please feel free to provide partial/limited feedback in the areas of your specific expertise. ICE hopes to receive information from all interested parties on any aspects of this RFI that could be of benefit to the Government. Respondents to this RFI may be requested to provide additional information/details based on their initial submittals. The Government reserves the right to select, one (1), some, or none of the submissions for further information. Contractors who submit information in response to this RFI do so with the understanding that U.S. Government personnel may review their materials and or data.
