Description This is a Pre-Solicitation Notice of Intent. The Department of Homeland Security (DHS), Immigration and Customs Enforcement (ICE), intends to award an Indefinite Delivery/Indefinite Quantity (IDIQ) Contract, on behalf of Enforcement and Removal Operations (ERO) ICE Air Operations (IAO) for Daily Schedule Large Aircraft (DSLA) and Special High-Risk Charter (SHRC) Fight Services. The services have been determined to be commercial in nature. The NAICS code for this acquisition is 481211 – Nonscheduled Chartered Passenger Air Transportation, and the small business size standard is 1,500 employees. This requirement will be awarded using competitive procedures. The solicitation, 70CDCR23R00000004, is expected to be issued as a Request for Proposal in December 2022 and will be posted electronically on the System from Award Management website (https://sam.gov). No hard copies will be made available. Once the solicitation is posted, it is incumbent upon interested parties to review this site frequently for any updates/amendments to any and all documents. All responsible sources may submit a proposal that shall be considered by the Agency. All prospective offerors interested in submitting a proposal in response to the solicitation once posted, must have a Unique Entity Identifier (UEI), and be registered in the SAM database. The website for registration is https://sam.gov. By posting this Pre-Solicitation Notice of Intent and draft Request for Proposal (RFP), ICE hopes to shorten the time-to-award, thereby delivering capabilities to customers faster and encourage competition by providing interested vendors with an improved understanding of the goals and objectives for the procurement. Responses received will be used for informational purposes only and will not be disclosed outside this agency. The information obtained may be used for future acquisition purposes, therefore, interested parties should not submit any information that is proprietary in nature. Description of the Requirement The Department of Homeland Security (DHS) Immigration and Customs Enforcement (ICE), Office of Acquisition Management (OAQ), on behalf of the ICE Air Operations Division (IAO), is requesting industry feedback regarding the attached DRAFT Performance Work Statement (PWS) dated 10/31/2022 (see Attachment 1). Please indicate, at a minimum, any questions, suggestions, performance risks, ambiguities, and/or unclear or undefined areas. Additionally, please provide any recommended changes and/or updates that you feel are noteworthy. The government will not provide responses to any questions or comments received and will not share any information received with any other vendor. All interested parties are requested to complete and submit Attachment 2-Industry Feedback Worksheet as their response. NOTE: The attached PWS documents are drafts, they are subject to change in any resultant solicitation(s).
