This is a pre-solicitation Notice of Intent. The purpose of this document is to provide pertinent pre-solicitation information for parties interested in the upcoming Noncitizen Communication Services (NCS) to support Immigration and Customs Enforcement (ICE). This document may be updated through the pre-solicitation period as determined to be necessary. This information is provided in an effort to keep all apprised of the acquisition’s progression towards NCS release. All information is subject to change before the final NCS is released, up to and including a decision not to release NCS. As documents are shared, ICE will accept feedback and questions via email to natasha.t.nguyen@ice.dhs.gov. ICE may or may not provide direct answers to questions or incorporate feedback into future solicitation. ICE intends to award an indefinite delivery, indefinite order (IDIQ) single award with a fixed price CLIN in accordance with FAR subpart 12 supplement subpart 15. The requirement will be a set-aside for small businesses under North American Industry Classification System (NAICS) Code 517911, Telecommunication Resellers (less than 1,500 employees). ICE is expecting release of the NCS a Request for Proposal in September 2022 and will be posted electronically on the Federal Business Opportunities Website (https://sam.gov). By posting this Pre-Solicitation Notice of Intent and draft Performance Work Statement (PWS) for the communication support services, ICE hopes to: shorten the time-to-award, thereby delivering capabilities to customers faster and encourage competition by providing interested contractors with an improved understanding of the goals and objectives for the procurement. Responses Prospective contractors who are qualified to provide these services should use the attached excel worksheet to state your comments to the draft PWS (if any) and state the appropriate section. Interested parties shall submit all responses electronically to natasha.t.nguyen@ice.dhs.gov by 2:00 p.m., PST, July 22, 2022. Please use the provided excel spreadsheet when submitting questions.
