Combined Synopsis / Solicitation (i)This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) The solicitation number is 70CDCR21R00000003 and is issued as a Request for Proposal (FRP). (iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2021-03. (iv) This acquisition will be a full and open competition. (v) It is anticipated that this effort will be composed of a base year and four option periods for 12 months each. The anticipated base and option line items are included in Attachment 5 (Pricing Template). (vi) The Department of Homeland Security (DHS), Immigration and Customs Enforcement (ICE), Office of Acquisition Management (OAQ), Detention Compliance and Removals (DCR) has a requirement for sign language services. The full tasking to be performed under this effort can be found in Attachment 1 (PWS) to this solicitation. (vii) The dates and place of performance will be determined at time of need. (viii) This solicitation will be conducted in two (2) Phases utilizing the following evaluation factors with the corresponding Volumes (1 & 2): VOLUME 1 PHASE I: *Factor 1- Technical Approach (Volume 1) *Factor 2- Key Personnel/Staffing Plan (Volume 1) *Factor 3- Prior Experience (Volume 1) PHASE II: *Factor 4- Demonstration (Volume 1) VOLUME 2 *Factor 5- Price (Volume 2) After the evaluation of the Phase 1 submissions, the Government will perform a down select and intends to provide each Offeror with a notice that will— (1) invite the Offeror to participate in Phase 2; or (2) notify the Offeror that it is unlikely to be a viable competitor and unlikely to be selected for award because its submission was not among the most highly rated for the Phase 1 evaluation factor(s). The Government intends to invite up to three (3) Offerors to participate in Phase 2. The provision at FAR 52.212-1, Instructions to Offerors - Commercial, applies to this acquisition and the full instructions to offerors can be found in Attachment 2 (Instructions to Offerors) to this solicitation. (ix) The provision at FAR 52.212-2, Evaluation-Commercial Items, applies to this acquisition. The full provision can be found as Attachment 3 (Evaluation Criteria) to the solicitation. (x) Offerors are advised that a completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Items, must be included with the offer. (xi) The clause at 52.212-4, Contract Terms and Conditions-Commercial Items, applies to this acquisition. (xii) The clause at 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Items, applies to this acquisition. (xiii) Attachment 4 (Clauses) contains the clauses applicable to this effort. (xiv) All offers are due by 12:00 PM (noon) Eastern Time on 28 May 2021 to be evaluated in Phase I. Any offer that is submitted after this date will not be included in the Phase 1 evaluation and will not be eligible to proceed to Phase 2.
