The justification and approval (J&A) approves the modification to the firm-fixed price Indefinite-Delivery Indefinite-Quantity (IDIQ) contract 70CDCR21D00000001 to add additional quantities for surge requirements at the Southwest Border. The statutory authority permitting other than full and open competition is 41 U.S.C. §3304 as implemented by FAR subsection 6.302-2, Unusual and Compelling Urgency. The requirement is in response to the current national emergency related to COVID-19 pandemic.
