The Department of Homeland Security (DHS), U.S. Immigration and Customs Enforcement (ICE) has a requirement for transportation services in the San Antonio (SNA) Area of Responsibility (AOR). This is a pre-solicitation notice in accordance with FAR 5.204. The Government anticipates that the solicitation will be issued on or about April 1, 2020. The draft Performance Work Statement (PWS) is attached to this notice allowing potential Offerors an insight into the scope of the requirement prior to the formal solicitation being released. Vendors are encouraged to review the attached PWS and provide any comments or questions relating to this draft, no later than 3:00pm Eastern Time, Friday March 13, 2020 to OAQDCRSW@ice.dhs.gov. The Government anticipates awarding a time and materials contract for these services, with a blended mileage transportation rate and a blended guard hours rate. The Government reserves the right to not provide responses to vendor's questions and comments relating to this PWS. This notice does not constitute a Request for (RFP) nor does it restrict the Government in its decision when determining the final acquisition approach.
