This announcement constitutes the only quotation and a written quotation will not be issued. Department of Homeland Security (DHS), Immigration and Customs Enforcement (ICE), Pacific Enforcement Response Center (PERC), is requesting a quotation to provide at least forty-seven (47) ICE agents and officers quarterly firearms training/ shooting qualifications and practice within 35 miles radius of U.S. Department of Homeland Security, Immigration and Customs Enforcement (ICE), Enforcement & Removal Operations (ERO), Pacific Enforcement Response Center (PERC), 24000 Avila Road, Laguna Niguel, California, 92677 Contractors must be able to meet the following Government requirements: 1) Training facility must be secure to accommodate 47 agents quarterly training; 2) Ability to shoot any pistol or rifle caliber ammunition required for quarterly qualifications; 3) within 35 miles of the Pacific Enforcement Response Center (PERC), 24000 Avila Road, Laguna Niguel, California, 92677 for base year plus three (3) one-year periods. Period of performance is to begin May 1, 2020 through April 30, 2021. The Offeror may obtain the full text of the clauses electronically at web site http://www.arnet.gov/far. Request for Quotation incorporates provisions and clauses in effect through Federal Acquisition Circular (FAC) 2020-04. The North American Industry Classification System Code (NAICS) is 611699: Size Standard is $12 million average annual sales. This procurement is being conducted under the procedures provided for in FAR Part 13.302 Purchase order. ICE will issue a Purchase Order for Firm Fixed Price for twelve (12) months plus three (3) one-year option periods and option (6) month extension under FAR 52.217-8. The Government will award a Purchase Order resulting from this solicitation to the responsible quoter whose offer conforming to the solicitation with lowest price. Under FAR 52.212-2 Evaluation-Commercial Items, the following factors shall be used to evaluate offers (1) lowest price (2) Training facility must be secure to accommodate 47 agents quarterly training; (3) Ability to shoot any pistol or rifle caliber ammunition required for quarterly qualifications; (4) within 35 miles of the Pacific Enforcement Response Center (PERC), 24000 Avila Road, Laguna Niguel, California, 92677.
