Key Requirement - Interested vendors shall have the resources to provide Air Charter Services to all the locations needed. The selected vendor shall: remove and repatriate Failure to Comply (FTC) and significant High-Profile Removals (HPRs) from the United States; shall provide these services on a “wet lease” basis to include aircraft, complete flight crew, maintenance, and insurance. Destinations include flights to Europe, Africa, the Middle East and the Far East. Additional flights with both departures and destinations within the U.S. are also anticipated. ICE estimates fifty (50) charter flights totaling approximately fifteen hundred (1500) flight hours annually. Each mission will usually be two-four (2-4) days in length, averaging thirty (30) flight hours per mission.
